Resumen: This research is developed alongside the Professional Postgraduate Program in Education at the Federal University of Espírito Santo, linked to the Teaching and Educational Process Management research line. The main objective of the study is to analyze and characterize the performance of the “Ensina Brasil” Program in the Municipal Education Network of Vitória/ES, investigating how its implementation contributes to the precariousness of Basic Education in the municipality and how this can harm human rights. to education. The trajectory of the investigation begins with the formulation of the central question: how does the implementation of Ensina Brasil contribute to the precariousness of Basic Education in the city of Vitória/ES, violating the human right to education? To answer this question, we present a qualitative approach with an exploratory case study, centered on the documentary analysis of reports, official documents, cooperation agreements and various contracts related to the insertion of Ensina Brasil in the municipal education network of Vitória. The investigative path includes a detailed critical analysis of the data found, addressing the context of program implementation and its impacts on teaching working conditions and public education management. The research results show municipal management aligned with neoliberal policies, a predilection for centralized decisions and a lack of dialogue with the school community. It is noted that the implementation of Ensina Brasil, through a set of decrees and ordinances, occurred without prior consultation with the Municipal Education Council and the school community, which compromises the principles of democratic management and the right to participate in decision-making processes. The research concludes that the activities of Ensina Brasil in the municipal education network of Vitória/ES contribute to the precariousness of Basic Education, impacting the quality of the human right to education. The insertion of business values and the hiring of professionals with rapid training, without lasting links with the school community, are identified as factors that harm the pedagogical continuity and the integral development of students. The study presents a face-to-face and asynchronous training proposal via the Moodle platform for teachers in the municipal education network of Vitória, with a view to contributing to the ongoing training process of these professionals.
