THE USE OF TECHNOLOGIES TO PROMOTE DEMOCRATIC AND PARTICIPATORY MANAGEMENT: CASE STUDY OF A STATE SCHOOL IN THE CITY OF AFONSO CLÁUDIO-ES

Resumen: The present research aims to analyze the limits and possibilities of using digital technologies to promote communication, transparency, and community involvement in the school environment within the context of democratic and participatory management. The theoretical framework is based on Paro, Castells, Lévy, Libâneo, Oliveira, and Toschi. In addition to educational regulations, the study engages with research papers, theses, dissertations, and articles on the subject. From the specific academic literature, the importance of digital technologies in promoting transparent educational practices and improving the school environment is highlighted, including active transparency, access to information, the use of information technologies, and communication within democratic and participatory management. Despite all the progress mentioned, it is necessary to invest in technological and school infrastructure and in the training of involved professionals, aiming to increase social control over public policies to improve their implementation, cost-effectiveness, and efficiency. Nonetheless, information and communication technologies (ICT) can support and enhance the creation and strengthening of an organizational culture that values innovation and continuous professional development while promoting transparency, interaction, and school community involvement. On the other hand, there is also a risk that technology may be used in an authoritarian manner, serving as a tool for monitoring school content, the work of educators, and the political participation of the school community, rather than as a tool to foster transparency in administrative actions and political participation. Using a qualitative approach, the research strategies include document analysis and fieldwork with data collection and semi-structured interviews. The analysis was conducted using content analysis techniques based on key concepts such as democratic school management, digital technologies in education, school communication, transparency, and school community involvement. The field research took place at the full-time educational institution CEEFMTI Afonso Cláudio, located in the municipality of Afonso Cláudio-ES, involving the management team, teachers, staff, students, and families of high school students. The study emphasizes the importance of democratic and participatory management, the strategic use of digital technologies, and transparent communication to strengthen school community involvement and improve the quality of school administration. However, it also indicates that these possibilities within educational institutions can be either limited or enhanced depending on the management context of the educational systems. In this specific case, power relations and particularistic interests present in managerial and privatizing administrations may restrict the dialogue and transparency enabled by technology.
