Summary: This study analyzes the training process for school counselors in the municipality of Serra, based on what establishes Goal 19 of the Municipal Education Plan of Serra (2015-2025). It seeks to understand how the training process for school counselors took place in the city in 2019, analyzing the profile of the counselors participating in the training and the implications of the training from the assessments made by those involved in the process. This research is part of the research line "Teaching and Management of Educational Processes", from the Graduate Program of Professional Master's in Education (PPGMPE), from the Federal University of Espírito Santo - UFES, Research Group Management, Work and Educational Evaluation - GETAE and is integrated with the Basic Education Management Laboratory of Espírito Santo - Lagebes / CE / UFES. It is a qualitative and exploratory investigation that uses documentary research techniques, semi-structured interviews, and questionnaires, from a critical perspective for the analysis of the processes that involve school councils. The training carried out by the Municipal Education Secretariat of Serra in partnership with Lagebes / UFES, although it was an advance in the fulfillment of the PME strategy 19.5, which aims to strengthen school councils, presented obstacles that need to be highlighted and discussed so that the formation can, in fact, be a power line for the strengthening of the school councils. The profile of the participating councilors pointed to a greater presence of councilors who work for less than a year in the collegiate and dedicate up to three hours a month to democratic management activities, not getting involved in other social movements. The course offered, although well evaluated by the counselors and the organizing institutions, revealed a high turnover in face-to- face meetings and little participation by the segments of parents, students, and the local community. It was a punctual training action, disconnected from a larger program that was able to meet emergency demands for the consolidation of democratic management. As an educational product, a set of propositions is formulated in order to contribute to the composition of a municipal training program for school counselors to be presented to the Municipal Education Secretariat of Serra, who is required to institute the Training Program. provided for in the PME da Serra (law No. 4432/2015).
