Summary: The present research has as general objective to analyze the participation process of students parents or guardians in school councils in Serra/ES and the training for this segment with the approval of the Municipal Education Plan, Law nº 4.432/2015. Therefore, it is necessary to describe the historical trajectory of democratic management in the municipality of Serra from the 1990 educational reform, identifying the changes in the ordering and practices of educational management in the municipality with the implementation of the aforementioned Plan, as well as describing the initiatives of training carried out for the segment of parents of students/guardians who work on school boards. It is also necessary to analyze the process of participation of these individuals in teaching units of the municipal network and propose a training process based on dialogue with this audience. Furthermore, the research brings as an initial question: the discussion and institutionalization of the Municipal Education Plan of Serra, Law No. 4.432/2015, enabled advances in the participation of parents of students or guardians in school councils and in the organization of training processes for this segment? In this sense, a qualitative study was carried out, using documentary research techniques and questionnaires, with the real purpose of exploring the spectrum of opinions of different representations on the subject in question. Therefore, it was found that the institutionalization of the Serra Municipal Education Plan, in practice, did not allow for advances in the participation of students parents or guardians in school councils and in the organization of training processes for this segment. Furthermore, this research demonstrated that the participation of these subjects in school councils is an invaluable instrument for the success of the democratic management of public education. Thus, an educational proposal was presented as an educational product, in order to qualify the action of counselors representing the segment of parents of students or guardians.
