Summary: This work seeks to analyze, based on Bakhtinian postulates of language, the conception of literacy with an emphasis on the reading perspective present in the Time to Learn program implemented by the Ministry of Education (MEC) in 2020, within the scope of the initiatives of the National Literacy Policy (PNA). To this end, it resorts to a detailed analysis of the audiovisual materials made available, strictly speaking, through the Virtual Learning Environment of the Ministry of Education (Avamec). It also focuses on the analysis of the normative acts and printed publications that, together, constitute the analytical corpus of the research. These materials are understood, within the scope of this work, as discursive statements allowing, on our part, an active and responsive understanding of school literacy designed by the Time to Learn program for children in the initial phase of literacy. By examining the eight training modules that make up the program, we identify a conception of language as a closed system of phonetic, grammatical and lexical forms of the language, resulting in a conception of mechanical, reductionist and, above all, reproductive literacy, which we seek to counter by presenting a dialogic and collaborative perspective when considering educational practices in literacy.
